     OBJECTIVES 

To ensure manning of the Organization at different levels with suitable qualification, experience and competency who are capable of profitable operation, growth and diversification of Company’s operation.

     APPOINTING AUTHORITY 
Heads of Divisions and all posts between level VII and XVII :

Board of Directors Or Delegated Authority

 
All posts between level I and VI :

Managing Director Or Delegated Authority

 
     APPOINTMENT 
1.1 Method of Appointment

 The appointment to various posts in the Company will be made :

  1. by promotion of persons already in service of the Company;
  2. by direct recruitment;
  3. on deputation basis by obtaining the service of officials from Central / State Government / Statutory Authorities and Public Sector Enterprises on such terms and conditions of service as may be mutually agreed upon between the Company and the lending authorities;
  4. from amongst the trainees or apprentices who have received training at the expense of the Company.

.1.2 Direct Recruitment Specification

Specifications for direct recruitment  to various posts are as per qualification and experience in the respective functions.

 II  DIRECT RECRUITMENT

1.3 Notification of Vacancies

1.4.1  Notice to Employment Exchange

 Whenever it is proposed to fill vacancies in the Company by the method of direct recruitment, the provisions of Employment Exchange (Compulsory Notification of Vacancies) Act, 1959 as may be applicable to these category employees shall be followed.

1.4.2 Procedure for Advertisement

Where it is proposed to advertise the vacancies the following procedure shall be followed :-

Officers’ Post

The vacancies will be advertised in important newspapers having good all India circulation as may be decided by MD.

General

  1. The Central Government’s Directives / Instructions in  regard to reservation of vacancies for Scheduled Castes / Scheduled Tribes / Ex-Servicemen, etc. will be followed.

  2. Other things being equal, preference will be given to the internal candidate.

1.5 SELECTION PROCEDURE

1.5.1 Selection Committee

For the purpose of recruitment to various posts Selection Committee consisting of not less than three members shall be constituted by the Appointing Authority, one or two outside experts may also be co-opted as members of the Selection Committee at the discretion of the Appointing Authority.  The Appointing Authority shall also designate the Chairman of the  Selection Committee.  In respect of posts reserved for SC/ST in Officers’ category, the Presidential directives as amended from time to time shall be followed.

1.5.2 Chairman of the Selection Committee

  1. The Chairman of the Selection Committee shall approve the neames of the candidates to be called for interview taking into account the recommendations of the concerned Head of Divisions.

    Where Chairman of the Selection Committee is subordinate to the Managing Director, MD may, if he desire, call for the particulars of the candidates and modify the list of candidates to be called for interview. The number to be called for interview should not ordinarily exceed five times the number of vacancies to be filled. Relaxation in age, qualification, experience, etc. may be considered in exceptional cases by the Chairman of the Selection Committee for calling the candidates for interview.

  2. Candidates called for interview will be paid train fare from the nearest  Railway Station to the place of interview and back as follows :-

    Note : (1) Departmental candidates posted outside if called for interview, will be treated as on duty and they will be allowed TA/DA as per rules applicable to them.

  3. Employees of the Company are eligible for posts thrown open to direct recruitment, provided they meet the requirement of minimum qualification and experience.  Age limits prescribed is relaxable in their cases. Departmental candidates without requisite qualification working 5 years in the below grade are also eligible.

  4. Preference will be given to higher qualified candidates.

1.5.3 Verification of Date of Birth

  1. The date of birth will be verified with reference to the SSC Examination or School Leaving Certificate or any other documentary Evidence acceptable to Management.

  2. If none of these documents is available, the candidate shall be examined by Medical Officer of the Company who shall assess the age of the candidate and his opinion shall be final and binding.

  3. Once the age has thus been verified and accepted, no change will be accepted.

1.5.4 Higher Starts

The Selection Committee may recommend the grant of higher starting pay in the grade not exceeding 5 increments in deserving cases for reasons to be recorded.

1.5.5 Panel of Selected Candidates

The Selection Committee will prepare a panel of selected candidates in order of merit keeping in view the advance increments if any recommended.  Its recommendations will be regarded as final and normally accepted by the appointing authority.  Where, in exceptional cases, the appointing authority does not accept the recommendations of the Selection Committee, that authority may, for reasons to be recorded in writing, modify or set aside its recommendations.

These panels will be valid for a maximum period of one year from the date of approval by the appointing authority.

1.5.6 Selection for Lower Posts

There is no objection to the Selection Committee suggesting appointment of certain candidates found suitable for a lower/grade/post than the one interviewed for in case of posts carrying pay scales of Rs.1300-1800/- and above and all reserved posts for SC/ST provided the candidate possesses the minimum experience / qualifications prescribed for such lower post and he gives his willingness to accept such post in the lower grade.

1.6 PROCEDURE FOR APPOINTMENT

1.6.1   Verification of Character & Antecedents

It is not necessary to complete verification of character and antecedents before appointing a candidate selected. Appointment may be made after selection subject to verification of character and antecedents but action to verify character and antecedents should be taken expeditiously in accordance with the procedure laid down by Ministry of Home Affairs. Confirmation shall be made only after verification of character and antecedents.

Note : It will not be necessary to verify the character and antecedents in respect of candidates who, immediately before joining the Company, were working in a Central or State Government, Quasi-Government Bodies or Government Undertakings provided the verification was done by their previous employer.  A similar verification may also be done with previous employer/employers if considered necessary.

1.6.2    Medical Examination      

 No individual will be appointed unless he is medically declared fit by   the Company’s Medical Officer (or by any other medical authority as  may be prescribed by the appointing authority) in accordance with  medical standard laid down. If, however, medical examination is done  by any authority other than the Company’s Medical Officer, medical  examination fees paid by the candidate will not be reimbursable.

1.6.3 Probation & Confirmation

Employees recruited against Officers’ post will be on probation for one year. If on the basis of such assessment report as may be prescribed by the competent authority the appointing authority is satisfied that the work, conducts and attendance of the employee during his probation was satisfactory, he will be notified that he has satisfactorily completed his probation period.  If the employee’s working, conduct and attendance period are considered as unsatisfactory by the appointing authority, he will be liable to be discharged without any notice, either during the period of probation or at the end of it.  However, at the discretion of the appointing authority his period of probation may be extended for six months only.  The employee shall be treated as on probation till he is notified in writing that he has satisfactorily completed his probation period.

1.6.4 Offer of Appointment

Appointment in the Company is made by an offer from the Company and acceptance by the candidate. The terms and conditions of appointment are spelt out in the appointment letter. These terms include among other things, the pay and allowances of the post, the need for medical fitness, satisfactory verification of age, credentials and testimonials, the period of probation and liability for termination of services without notice during the probationary period and the conditions for confirmation.  The letter also spells out the condition of liability to serve anywhere in India in any position ordered by the Company, submitting to the rules and regulations of the Company, liability to serve the Defence Services if required, age of superannuation, etc.

1.6.5 Termination of Appointment

Termination of appointment shall be made as per terms and conditions specified in the offer of appointment and subject to procedure laid down in standing orders/conduct rules of the Company.

1.6.6 Resignation 

Any employee may resign from the services of the Company on giving three months’ notice as specified in the letter of appointment or by paying to the Company pay and allowances for the period by which the notice of resignation falls short of the prescribed period of notice.
